some verbs can take another verbs as the complement instead of a noun . somtime the verb functioning as the must be in the infinitive(to+verb ) as hope,agree,learn,want,need,refuse -
and sometimes it must be in the grund (verb +ing) form as admit,enjoy,finish,mind,consider,risk:26:
